Tabletop Exercise Brings Inclusive Disaster Response One Step Closer: SEHATI Finalizes LDR Sub-Cluster SOP

The SEHATI Program (Strengthening Inclusion in Humanitarian Action Through Cluster Mechanism/Penguatan Inklusi dalam Aksi Kemanusiaan melalui Mekanisme Klaster) implemented by YAKKUM Emergency Unit (YEU) in partnership with the Indonesian Disaster Management Society (MPBI) and supported by CBM Global Indonesia, successfully held a Tabletop Exercise and Finalization Workshop for the Standard Operating Procedures (SOP) of the Sub-Cluster for the Older People, Persons with Disabilities, and Other At-Risk Groups (LDR).

The two-day event, held on 31 March to 1 April 2026 in Jakarta, brought together key stakeholders, including the Ministry of Social Affairs, the National Disaster Management Authority (BNPB), the Aceh Provincial Government — particularly the Social Affairs Offices of Aceh Province and North Aceh Regency — as well as organizations of persons with disabilities and humanitarian organizations.

Strengthening coordination for inclusive emergency response

The workshop underscored the importance of strengthening the strategic role of the LDR Sub-Cluster as an effective coordination platform in emergency response. Participants collaboratively reviewed and finalized the SOP to ensure clarity in working mechanisms, role and responsibility distribution, and a more structured coordination flow among all stakeholders.

As part of the SOP strengthening process, the event also featured a session on Anticipatory Action for Early Warning (AMPD). Early warning was highlighted as a critical component in ensuring that inclusive responses can be carried out optimally. By strengthening this phase, protection for at-risk groups can be implemented more effectively, and the impact of disasters can be mitigated through improved cross-sector coordination.

Protecting at-risk groups is not only a priority; it is a shared responsibility that cuts across all sectors.
