What is YEU?
The YAKKUM Emergency Unit (YEU) is one of the working units of the Christian Foundation for Public Health (YAKKUM) with the main mandate of conducting disaster emergency response and community-based disaster risk reduction (DRR). YEU has been involved in humanitarian response since 2001, using participatory methods in various humanitarian services, DRR, and climate change adaptation initiatives for communities affected by disasters, with a focus on the rights and needs of at-risk groups.
YEU operates based on the principles of neutrality and impartiality, prioritising humanitarian interests for inclusive disaster management and ensuring accountability in its services.
What is YAKKUM?
YAKKUM stands for Yayasan Kristen untuk Kesehatan Umum (Christian Foundation for Public Health), which was established in 1950 to proactively serve the general public and create a holistic and healthy environment for human welfare.
YAKKUM oversees three directorates:
- Academic Directorate overseeing 3 Academy Colleges of Health Sciences
- Directorate of Health Services overseeing 12 hospitals and 13 clinics
- The Directorate of Community Health and Humanitarian Development (PKMK), which consists of the YAKKUM Emergency Unit (YEU), the YAKKUM Rehabilitation Centre (PRY) and CD Bethesda YAKKUM.

Where are the areas supported by YEU?
As of 2023, YEU has assisted more than 500 villages in Indonesia and continues to collaborate with a network of 400 community organisations throughout Indonesia. YEU also has experience in disaster response in Gaza, Timor Leste, Myanmar, the Philippines and Nepal.
Is there a purpose to spread religion in its activities?
No. YEU activities are purely humanitarian in nature and adhere to universal humanitarian values.
Where do YEU staff come from?
Staff working to provide YEU humanitarian services are selected based on their competence and experience in accordance with specified job requirements. To ensure that there will be local staff with the competence to assist communities in disaster management and disaster risk reduction programmes, YEU implements two strategies:
- Recruit staff based on the required competencies.
- Recruit staff from the community and local partners who will be provided with capacity building, knowledge and skills in emergency response during times of crisis and disaster risk reduction.
Are all YEU staff members Christian?
YEU staff are very diverse in terms of their religious beliefs. YEU selects staff purely on the basis of their work competence, without distinction based on ethnicity, religion/belief, race or social class.
Does one need to have a background in the health sector to become a YEU staff member?
No. It depends on the expertise and skills required for the job position.
When YEU conducts emergency response during a crisis or provides disaster risk reduction assistance, who is the YEU leader in that area?
Each emergency response area during a crisis or in a location supported by a disaster risk reduction programme will be led by a Project Manager or Team Coordinator with a team (staff/volunteers) composition tailored to humanitarian service needs.
Where does YEU's funding come from?
- Independent business: YEU has a training centre, training packages and professionally managed facilitators, whereby the profits generated can support the operationalisation of YEU's humanitarian services.
- Fundraising. Donations come from various churches, partner organisations both domestic and international that have committed to working with YEU, as well as individual donors.
- Church-based donors, both domestic and foreign, who partner with YEU in carrying out humanitarian services in emergency response during times of crisis and disaster risk reduction programmes.
- Humanitarian organisations committed to establishing collaboration and cooperation with YEU in implementing humanitarian principles.
- Individual/private donors.

What is the YEU work programme?
- Emergency Response
YEU conducts inclusive emergency responses and encourages the community to actively participate in providing assistance interventions, such as needs assessment, aid distribution, and monitoring. YEU targets at-risk communities, including persons with disabilities, the elderly, women, children, persons with chronic illnesses, and marginalised persons. YEU ensures that its emergency response is participatory, inclusive, and applies gender equality in the provision of assistance. - Disaster Preparedness
YEU applies a localised and inclusive approach in its efforts to strengthen community resilience and preparedness for disasters and the impacts of climate change affecting communities. YEU facilitates a series of initiatives to encourage local leadership by organising existing community groups, conducting risk mapping, analysing vulnerabilities and capacities, and prioritising resilience efforts. YEU also encourages the integration of preparedness measures into regional development planning and budgeting to make them more inclusive, transparent and accountable. This process enables diverse representation and access to opportunities and resources, as well as inclusive decision-making processes on matters that affect communities. - Climate Change Adaption

How long does YEU provide humanitarian services in a region?
The duration of humanitarian services (including emergency response during crises and disaster risk reduction programmes) depends on the conditions and developments in the affected and assisted areas, including: the status of the disaster/crisis in terms of its magnitude and impact; local capacity for recovery; accessibility of aid and humanitarian assistance; and the distribution of emergency response/assistance by various humanitarian actors.
How does YEU ensure quality and accountability in carrying out humanitarian services?
As a member of the Core Humanitarian Standard (CHS) Alliance, YEU continuously implements accountability benchmarks to develop quality humanitarian services that meet the needs of affected/assisted communities while upholding their dignity and reducing the possibility of errors, abuse of authority and corruption.
Accountability to the assisted community is pursued by ensuring participation, providing clear information, and establishing complaint handling procedures. Internally, accountability is pursued by building and implementing humanitarian commitments, ensuring that staff have the appropriate competencies to fulfil institutional commitments, and prioritising continuous institutional learning and improvement.
How does YEU ensure the sustainability of the programme?
The sustainability of the programme was formulated from the outset by ensuring measurable monitoring and evaluation mechanisms and by continuously establishing partnerships with local stakeholders relevant to the programme's implementation. This partnership process is important because every humanitarian programme is everyone's business, especially for disaster management initiatives. YEU seeks to involve local authorities who will be able to continue and develop these initiatives within the framework of regional development.
How does YEU ensure that gender issues, at-risk groups, and marginalised groups are taken into account in humanitarian services?
Gender issues, at-risk groups and other marginalised groups are integrated into programme planning, and in the implementation of activities, efforts are made to involve all elements of society in order to achieve a balanced voice/consensus. YEU has developed guidelines for implementing activities that address gender issues and at-risk groups, which can be applied according to the local context.
