As a member of the Core Humanitarian Standard (CHS), YEU continuously implements accountability benchmarks to develop quality humanitarian interventions to meet the needs of affected/assisted communities by upholding their dignity, reducing the possibility of mistakes, abuse of authority and corruption.
Accountability to assisted communities is pursued by ensuring participation, provision of clear information, and complaint handling procedures. Internally, accountability is sought by building and implementing humanitarian commitments, ensuring appropriate staff competencies to fulfill institutional commitments, and putting institutional learning and continuous improvement.
Program sustainability is formulated from the start of program implementation by ensuring measurable monitoring and evaluation mechanisms, as well as establishing partnerships with local stakeholders relevant to program implementation. This partnership process is important because every humanitarian intervention is everyone's business, especially for crisis management initiatives. YEU seeks to involve local authorities who will then be able to continue and develop these initiatives within the framework of development plan in the locations.
Gender issues, and at-risk groups and other marginalized groups, are integrated in the program planning, and the description of activities are formulated to involve every element of society to obtain a balanced voice/consensus. YEU has developed guidelines for implementing activities with the mainstreaming of gender and at-risk groups which can be applied according to the local context.
The duration of the implementation of humanitarian interventions (including emergency response in times of crisis and disaster risk reduction programs) is very dependent on the conditions and developments in the affected and assisted areas including; the status of the disaster / crisis in terms of magnitude and impact, local capacity for recovery, accessibility of assistance and for humanitarian assistance, as well as the distribution of emergency / assistance responses by various humanitarian actors.
